In addition to serving as head of operations and finance at the Global Public Policy Institute (GPPi) in Berlin, Wade Hoxtell focuses on technology-related topics such as automation, artificial intelligence, cybersecurity in development, disinformation, and digital channels for participatory democracy. He also has expertise in international and German development and humanitarian policy, particularly multi-stakeholder partnerships and the role of the private sector in development and humanitarian assistance.

His current projects include a study on combating disinformation within Europe as well as the Horizon Europe-funded research project ENSURED that examines how the EU and its members can transform and defend global governance to make it more robust, effective and democratic. Other recent projects include the Transatlantic Digital Debates, a year-long fellowship that brings together 18 young professionals from Germany and the US to discuss challenges and opportunities related to the digital transformation of our society; a research project on measuring the impact and effectiveness of think tanks; as well as a study looking at online public consultations and their role in policymaking around the European Green Deal.

Among others, his publications include Whose Bright Idea Was That? How Think Tanks Measure Their Effectiveness and Impact; Internet Governance: Past, Present, and Future; Automation and the Future of Work in Sub-Saharan Africa; Multi-Stakeholder Partnerships and the 2030 Agenda – Challenges and Options for Oversight at the United Nations; Business Engagement in Humanitarian Response and Disaster Risk Management; and The EU-US Development Dialogue: Past, Present and Future.

Wade holds a master’s degree in European studies from Jagiellonian University in Krakow and undergraduate degrees in international relations, German language and culture, European studies, and global cultures from the University of Wisconsin-Madison. From 2001 to 2002, he studied at the University of Bonn, where he received a state certificate in the German language. Before joining GPPi in 2006, he was a project assistant with the Aspen Institute Berlin. From 2003 to 2004, he worked as a legislative aide in the Wisconsin State Senate.
