Steffen Eckhard

Non-Resident Fellow

Steffen Eckhard is a non-resident fellow with the Global Public Policy Institute (GPPi) in Berlin and research fellow with the Ludwig Maximilians University (LMU) in Munich where he coordinates the research group International Public Administration. In his research, teaching, and consultancy work, he focuses on the link between politics and administration in national and international organizations with a focus on global peace and security governance.

Between 2010 and 2014, Steffen was a research associate with GPPi. He has been involved in various GPPi research and consulting projects, including the project Police in Peace Operations: Challenges for the 21st Century for the German Foreign Office and the Ministry of the Interior and the project Lessons Learned in International Assistance to Security Sector Reform with the Friedrich-Ebert-Foundation (FES). Other clients included the United Nations Department of Peacekeeping Operations and the German Center for International Peace Operations (ZIF).

For his research and consultancy projects, Steffen has spent time in Kosovo, Afghanistan, Pakistan and in various capitals on both sides of the Atlantic. His findings and commentaries have appeared in policy blogs, academic journals and edited volumes, such as the Routledge Handbook of International Organization, Le Monde diplomatique and the German Friedensgutachten.

Steffen studied political and administrative science in Konstanz, Grenoble and Stockholm. In 2013, he received a PhD from the University of Konstanz for his thesis "Managing Peacebuilding: Strategic Management, Organizational Performance and the Outcome of Post-Conflict Policy Reform in Afghanistan and Kosovo." For his studies and research, Steffen has received scholarships from the Friedrich-Ebert Foundation, the DFG-funded Center of Excellence (Exc-16) at the University of Konstanz, the Ministry of Education Baden-Württemberg, and the German Academic Exchange Service.
