Project objectives
The Hertie School of Governance is a public policy school located in Berlin. GPPi cooperates with the Hertie School on developing professional school teaching cases. In 2004, David Beffert and Thorsten Benner wrote the first Hertie School teaching case on "Making Global Public Policy: The World Commission on Dams" – a three-part analysis of the World Commission on Dams (WCD), one of the most ambitious experiments in global policy-making to date.
The case focused on the challenges the WCD secretariat and the Secretary General, Achim Steiner, faced during the two turbulent years of the Commission’s existence. The case was first taught at the Hertie School executive education seminar on "global public policy" in September 2004.
