GPPi presents paper on European Security and Defense Policy at Maastricht University
GPPi Associate Director Thorsten Benner presented a co-authored paper entitled “Analyzing the Evolution and Performance of the EU’s Civilian Crisis Management Apparatus” in a workshop at the University of Maastricht on 18-19 June 2009. The workshop entitled “Bureaucracy at work: the role of the administrative level in ESDP", opened a new research agenda in European studies on the implementation and the institutional infrastructure for European Security and Defense Policy.
Based on GPPi’s ongoing research project “Learning to Build the Rule of Law? The Evolution of Police and Judicial Reform in EU Peace Operations,” the paper sets out the added value of organization theory to study the EU’s institutional support structure for civilian aspects of the European Security and Defense Policy. At the empirical level, the paper charts the main institutional reforms that have shaped the administrative level in ESDP, and discusses several persistent management challenges for EU peace operations.
