GPPi presents paper on EU Civilian Crisis Management at ISA conference in New York

GPPi Associate Director Thorsten Benner and GPPi Research Associate Raphael Bossong presented a co-authored paper entitled “Analyzing the Evolution and Performance of the EU’s Civilian Crisis Management Apparatus” at the International Studies Association Conference on 18 February 2008.

Based on GPPi’s ongoing research project ‘Learning to Build the Rule of Law? The Evolution of Police and Judicial Reform in EU Peace Operations’ the paper sets out a new research agenda on studying the EU’s institutional capacity for implementing civilian peace operations. At the empirical level, the paper charts the development of the EU’s institutional support structure for civilian aspects of the European Security and Defense Policy. Furthermore, it discusses several management challenges for EU peace operations in light of recent reforms. 

The panel during which the paper was presented was entitled “Organizing Peace: Organization Theory and International Peace Operations.” Chairing the panel was William J. Durch of the Stimpson Center. Presentation of papers were also given by Julian Junk, University of Konstanz; Till Blume, University of Konstanz; Ricardo Soares de Oliveira, University of Oxford and GPPi Fellow. Thomas Rid from the School of Advanced International Studies at the John Hopkins University acted as discussant
