GPPi presents paper on ESDP decision-making at Maastricht University
GPPi Research Associate Fabian Breuer presented a paper on “Intergovernmentalism and Brusselisation in the ESDP“ in a workshop at the University of Maastricht on 18-19 June 2009. The workshop entitled “Bureaucracy at work: the role of the administrative level in ESDP", opened a new research agenda in European studies on the implementation and the institutional infrastructure for European Security and Defence Policy.
Based on the ongoing GPPi research project “’Brusselisation’ and the emergence of a strategic culture in the European Security and Defence Policy (ESDP)”, the paper analyses the decision-making structures and actors in ESDP. It argues that particularly in the day-to-day management of ESDP, the Brussels-based ESDP bodies are increasingly in the driver’s seat and gain de facto initiative power and conduct the European defence policy guided by a logic of appropriateness and a new style of decision-making. The paper describes and analyses this new style of decision-making, which is understood as being situated ‘between intergovernmentalism and Brusselisation.’
