GPPi in cooperation with Groupe URD selected to undertake Real Time Evaluation of the relief effort in Haiti
The Global Public Policy Institute (GPPi) working in cooperation with Groupe URD have been selected by the Inter-Agency Standing Committee to undertake the first phase of the Inter-Agency Real Time Evaluation (IA RTE) of the relief effort in Haiti, covering the first three months. The aim is to identify what works and what does not, why and how the difficulties encountered can best be addressed.
On 12 January 2010, an earthquake with the magnitude of 7.0 on the Richter scale struck Haiti’s capital Port au Prince and its surrounding areas. The result of the earthquake was devastating: an estimated 200,000 people were killed, with many left injured and homeless. In response to the earthquake a major humanitarian operation has been launched, including all major UN agencies, up to 1000 international NGOs and bilateral donors. Given the severity and magnitude of the disaster, an evaluation process has been launched from the very start.
The IA RTE is based on a participatory and bottom up approach: implementation and decision-making processes are traced from the operational response, especially as it is seen by the populations, upwards to the HQ level. The evaluation project will produce three main outputs. First, the evaluation process itself, currently underway in Haiti, including two workshops with key stakeholders during the evaluation mission. Second, the team will produce a brief written report presenting the main findings, good practices and recommendations. Finally, the team will gather video material documenting the opinions of those directly and indirectly affected by the disaster.
