Vereinte Nationen publishes GPPi article on cluster approach

GPPi Research Associate Claudia Meier has written an article for the Vereinte Nationen (German Review on the United Nations). Published in April 2011, the piece focuses on the cluster approach, a coordination mechanism aimed at improving the effectiveness of international humanitarian response.

In her article, she first explains the cluster approach, discusses the political process through which the reform came into being and how humanitarian actors have adapted the mechanism to fit their needs for coordination and inclusiveness. In the second part, she presents the main findings and recommendations from the cluster II evaluation, which GPPi conducted a year ago together with Groupe URD. In her conclusion, she argues that despite remaining shortcomings, humanitarian organizations should keep up their commitment to the cluster approach because a predictable system is necessary in view of the increasing complexity of humanitarian crises in the future.
