GPPiC associate contributes to report for the Council of Europe on e-voting in Estonia

GPPiC Project Associate Fabian Breuer contributed to the Council of Europe's report entitled "Internet voting in the March 2007 Parliamentary Elections in Estonia", a study directed by Professor Alexander H. Trechsel from the European University Institute in Florence. The study analyzes the results of a survey among the electorate of the Estonian parliamentary elections held on 4 March 2007.

The primary focus of the analysis lies on the newly introduced possibility of voting via the Internet in these elections. The application of this pioneering voting channel gave the elections a contemporary character and provoked enormous attention in the political as well as the scientific community. The use of e-voting in the Estonian parliamentary elections was a remarkable world-premiere, as for the first time an electorate could vote over the Internet in elections of a national parliament.
The report analyses what voting channels have been used by what type of voters and why they have chosen or refrained from using a particular voting channel. In addition, it informs its readers about participation patterns and political behaviour of the citizens.
