GPPi presents two papers at ISA Annual Convention in San Francisco

From 26-29 March 2008, the GPPi "Learning to Build Peace" research team participated in the International Studies Association's (ISA) Annual Convention in San Francisco. Thorsten Benner, Stephan Mergenthaler and Philipp Rotmann prepared and presented two papers emerging from the ongoing research project "Learning to Build Peace? The United Nations, Peacebuilding, and Organizational Learning" funded by the German Foundation for Peace Research (DSF).

Thorsten Benner and Stephan Mergenthaler presented the team's first paper "Organizational Learning in the UN Peace Operations Bureaucracy: Conceptual Foundations and Empirical Perspectives" at the panel entitled "Why Organizations Matter for Peacebuilding" chaired by David Chandler. The paper presents the conceptual framework of the research project along with some preliminary empirical perspectives on the factors enabling or hindering learning in the UN peacekeeping bureaucracy. Philipp Rotmann presented the team's second paper "Doctrine Development in the UN Peacebuilding Apparatus: The Case of UN Constabulary Police, 1999-2006" at the panel on "Multidimensional Peace-Keeping and Building and the United Nations" chaired by Volker Rittberger. This paper focuses on the doctrine development in the UN peacebuilding apparatus in the area of constabulary police.
