Evaluation of the Understanding Children’s Work (UCW) Project

Project Context
The Understanding Children’s Work (UCW) project is an inter-agency research cooperation project on child labour that is part of broader efforts to accelerate progress against child labour. The project builds on the 1997 Oslo Agenda for Action and was initiated in 2000 by the International Labour Organization (ILO), UNICEF and the World Bank. UCW has the primary goals of contributing to the international cooperation and supporting broader efforts to develop effective, long-term solutions to child labour. In doing so, the project focuses its work primarily on research and analysis-related components of child labour measurement. UCW also seeks to strengthen consultation and information-sharing amongst the three partner agencies in the areas of child labor.
Project Objectives
GPPI has been tasked to evaluate UCW, covering phase II of the initiative from August 2003 onwards. The applied approach consists of a summary evaluation of global activities, outputs and outcomes of the UCW project. Based on a thorough review of existing documentation and a series of in-depth interviews with key staff and UCW stakeholders, the evaluation will assess the relevance, effectiveness, efficiency and the governance and management structures of the project.
