Monitoring and Evaluation Framework for the United Nations Somalia Assistance Strategy 2010-2015

Project context

After nearly 20 years of civil war and unrest, Somalia represents a unique challenge for aid coordination: Relief, recovery and development need to be implemented in an insecure and unpredictable environment. These challenges cannot be met by one single agency, but rather require a broad range of funds, skills, knowledge and experience, as well as strong planning and coordination capacity.

To this end, the United Nations Somali Assistance Strategy has been developed to establish clearer distribution of labor among UN agencies and increase coordination between all stakeholders. By optimizing cooperation, information sharing and joint planning of projects and programs, the strategy seeks to increase the impact of the UN system on poverty reduction and reduce the transaction costs of national authorities and other key actors.

The United Nations Somali Assistance Strategy lists three major outcomes with strong links to the Millennium Development Goals and the Somali Reconstruction and Development Framework. Planned outcomes address social services, poverty reduction and livelihoods, as well as good governance and human security. Lasting from 2010-2015, UNSAS envisions that the Somali people make progress towards peace and the Millennium Development Goals through equitable economic development and are supported to achieve their human rights by inclusive, accountable and self-sufficient government.

Project objectives

The UN assistance strategy for Somalia will become the new framework guiding the activities of the UN country team. To implement this strategy, significant coordination skills and capacities are needed. The United Nations Development Programme asked GPPi to support its monitoring and evaluation. GPPi:

  • Advised and provided concrete recommendations on how to strengthen the monitoring and evaluation framework of the UN assistance strategy
  • Provided a detailed plan for monitoring and evaluation activities under the UNSAS strategy and developed feasible tools for the UN country team and the regional coordinator
  • Advised the UN country team on how to conduct real-time and remote monitoring and evaluation of the UNSAS
  • Advised on the possible contributions and training needs of national institutions regarding joint monitoring and evaluation
