Analysis of Factors Restraining the Capacity of Cameroon to Absorb Foreign Aid

Project objectives

On behalf of the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), GPPi analyzed Cameroon’s absorption capacity problems and proposed recommendations based on participatory engagement of stakeholders. The study looked at factors restraining the disbursement of funds of technical and financial partners through the entire project cycle, starting with the commitment of funds (financial agreements) and ending with the disbursement. Special attention in this context was given to the procurement procedures and management capabilities as they emerged as key restraining factors during the interviews. The study addressed institutional and structural problems as well as project and sector specific constraints in health, primary education, forest and environment.
