Philipp Rotmann

Philipp Rotmann is a McCloy Scholar at the Kennedy School of Government, Harvard University and a Fellow with the Global Public Policy Institute, Berlin. His research interests include global security governance, in particular the interface of military force, police work, administration and development in peace operations and counterinsurgency. Most recently, Philipp worked for the Federal Foreign Office at its Special Task Force on Afghanistan and Pakistan. Before joining GPPi as a Research Associate in 2005, he worked for the Organization for Security and Cooperation in Europe (OSCE) in Bosnia-Herzegovina. Earlier in his career, he spent three years as a project manager and team leader in the IT industry.

His commentary has been featured on the BBC, in the Financial Times Deutschland and in the International Herald Tribune. His publications include numerous articles, papers and reports on organizational learning in UN peace operations, the evolution of UN police doctrine and US counterinsurgency doctrine, published in journals including Survival: Global Politics and Strategy and the Journal of Intervention and Statebuilding, among others.

Philipp holds a B.A. from the University of Erfurt (Germany), where he studied economics, political science and law, and an M.A. in international relations from Humboldt University Berlin, the Free University Berlin and the University of Potsdam. In 2004/05, he spent an academic year at the University of Essex (UK). In support of his studies, Philipp received scholarships from Harvard University, the German National Academic Foundation, the German Academic Exchange Service (DAAD) and the Haniel Foundation.
