Luis Suarez-Isaza

Luis Suarez-Isaza was an intern at the Global Public Policy Institute, Berlin, for the spring of 2009. He is currently a public policy graduate student at the Hertie School of Governance. Luis was born in Colombia, where he attended a German international school. He pursued his undergraduate degree in international relations with concentrations in African Studies, European Union Studies and Latin American Studies at the University of Florida, and a M.A. in European Studies at the University of Bath, Humboldt University of Berlin and Sciences Po Paris (IEP). The subject of his thesis was the changing nature of sovereignty as a norm in the context of the “war on terror”.

His research interests include transatlantic relations, north-south relations, security and strategic communities, Common Foreign and Security Policy/European Security and Defense Policy, and the nexus between development and security. Luis interned at the Institute for National Strategic Studies, the think tank of the US Department of Defense, in Washington. Additionally, he has volunteered in humanitarian missions in Nicaragua and Colombia, and participated in the Model United Nations and African Union simulations.

During his internship with GPPi, he contributed to the “Learning to Build the Rule of Law” project with regard to European Security and Defense Policy reforms.
